It's a menu-driven win32 console utility I wrote since I was never
able to figure out how to get CHIRP or Baofeng's programmer to
display in English instead of Chinese. Written and built using PowerBASIC 10.03 for Windows.

Strange .. I've been using CHIRP for my UV-5R for quite some time.

yeah, my issue right now is that for some reason I can hear repeater
chatter, but when I key up it's like im not even broadcasting when i
know i am, but others cant seem to hear me.

Sounds like you are in LOCKED mode -- disables TX.

You would have already had your answer with a simple search. But here it is .. sorry, I don't login every day to check messages.


To unlock the full frequency range on compatible locked Baofeng UV-5R radios, turn off the device, press and hold the PTT, MONI (under PTT), and VFO/MR buttons simultaneously, and power the radio on until the screen displays
"FACTORY".

Unlocking Steps
1 Power off the walkie-talkie completely.
2 Press and hold these three buttons at the same time:
- PTT (Push-To-Talk) button on the side.
- MONI (Monitor/Squelch) button directly beneath the PTT.
- VFO/MR (Orange/Band) button on the keypad face.
3 Turn on the radio using the volume knob while continuing to hold the buttons. 4 Release the buttons when the screen briefly shows "FACTORY", confirming the reset and frequency expansion.

Limitations and Model Constraints
- Hardware boundaries: This button combination expands the transmission range within the physical limits of the radio's hardware (roughly 136174 MHz VHF and 400520 MHz UHF), but it cannot enable reception on out-of-band frequencies like aviation AM bands.
- Manufacture date: According to user and technical testing outlined on platforms like YouTube, this factory mode unlock only works on select older or mid-production units; units manufactured from 2023 onward are hard-locked by firmware/hardware design and cannot be unlocked.
- Legal notice: Transmitting outside authorized amateur radio allocations (such as FRS/GMRS) on a non-type-accepted device violates regulatory rules
