Nope, Mystic itself doesn't handle POTS.
On Linux you could use something like mgetty and a telnet script;
on Windows I believe some people are using SEXPOTS:

Ah, yes, sorry, I forgot to mention...
(Using mgetty + ifcico here to be able to receive FTN mail
through POTS.)
