    Lots of BBS stuff has no concept of time zone. I have been actively working to change everything in Mystic to care about that stuff but since it was written in DOS in the mid 90s (when that stuff didn't matter), there are places that need work.

    Eventually my plan is for everything in Mystic at the least to store all
    dates as UTC and then convert them based on a user-selected time zone but I haven't got there yet.

    Outside of Mystic there are some ways to determine time zone of a message but they are not always present and I don't think there is a clear definition of how those things are to be handled.

    Long story short, there is room for improvement around this for both Mystic
    and otherwise.
