    I know personally one of the guys from such "factory" (Middle management). They are getting money from our state via commercial companies which are getting contacts to provide some services for our state authorities.
    Yes, they are active online, but some Russian people really believe that EU is weak and Putin is doing everything the right way.

    They won't change their mind until sunctions will hit hard.

    BTW, there is aready shortage of A4 paper in Moscow'w shop. Now it's about 5x time more expensive and they are a lot rumors that factories stopped working because EU stopped supply of required chemicals which are required for paper production..
    The same thing is about cash receipts.

    I've came from local shop with bottle of wine (2x price already) just 2 hours ago.
    Shelves with women's sanitary were almost empty and some angry guy took last 10 packs with him.
    Sugar was not available (we import sugar beet seeds from EU).
    "New reality" as we say here.
