    No, I think the implication is that Harry was thinking too much to
    sleep!

    Let's see, if we try and change it to

    that could be the case indeed!

    It occurred to me another explanation -- probably the author wanted to say this:

    "Neville was fast asleep, but Harry couldn't sleep.
