As far as "no web-based access of any kind", that sounds more like
Fidonet (or at least, how Zone 2 would like it to be). I'm not going
    to go into THAT here...lol.

OMG. I'm really sorry, but I haven't had enough coffee yet this morning and it's impossible for me to bite my tongue when I'm like this. I can totally understand Fidonet's Zone 2 wanting it to be no web-based access of any kind. You remember how the intertubes were before the WWW took over and mouthbreathing cretins started coming upon all of the different scenes in hordes? God it was so much more interesting; you could count on a certain caliber of intelligence above the average citizen at that time and while their viewpoints weren't etched in stone any one way or the other, they were almost always well versed and had logically come to the way they had seen things. I really miss it. The discussion arenas have become so polluted with 'lol
hehe' and 'No U!' that a lot of times I just don't even respond to
discussions of interest any more because I know that whatever reply I make will be lost in a sea of mainstream ignorance.
Sorry, my faith in humanity is low this morning. :)

The thing is, there's been web based access to Fidonet since the 90s. Most Synchronet boards, for instance, have web capabilities.

And besides, a web access point would still be considered a 'node', subject to policy. If it's not secured properly and causes annoying behavior on the network, it would be cut off.

It's been a problem for semi-closed othernets that find their message boards spidered by search engines. Web searches have been a boon for finding information to fix my BBS, although ironically the information I'm looking for is almost always already in my message bases (just difficult to search).

I found that without a proper robots.txt and limiting access to my guest account that google was able to spider my message bases. Luckily, they seem to fall off after a while if they're unavailable.
