I am thinking about buying a 2nd generation ryzen processor since it
would be supported by Windows 11, is buying a used cpu a risky choice?

Same. I have dangerously good luck in this regard. Dangerously because over the years, I have spent a vast fortune on retro computer parts.
That said, I still consider myself lucky that I bought a Rev 2 Roland MT-32 in superb condition for just $70, including $30 in shipping.
These go for hundreds of dollars now - for an experience that can be reproduced with great fidelity by using the MT-32 and OPL drivers on DOSBox. _____
