I'm looking to buy a server on the CHEAP that I can use as a testbed at home for Docker, HyperV, and probably to run the BBS. I'm looking for something low-end, doesn't need to be high-availability (I'm content with opening the case and swapping SATA drives, don't need hot-swap bays or two power supplies.

Check E-bay or some of the used/refurbished server resellers like www.servermonkey.com (I've never used them and know little about them, this is not an endorsment, just an example).
The Dell Optiplex 990s tower desktop PCs a few years back had Intel RAID on the motherboard, I could do a desktop as long as it had room for a couple of drives. I don't know if I need RAID 5, mirroring might be good enough. If I did a desktop, I'd need at least an i5 to be able to run HyperV.
Does anyone have any recommendations online for something like this?
