    Is there a way with QWK message areas to do a rescan of the message areas if you needed to? Or for someone who is doing a new setup or a re-setup of a QWK net?

    Yes. You can login with your QWKnet account and do this from the QWK: menu or you can use remote QWK control commands: http://synchro.net/docs/message_section.html#RemoteQWKFunctions

    Can you reset the pointers back to the oldest message?

    Yes.

    I liked the deal where I could reset the pointers. The first time I
    went to download a QWK packet from the BBS, I didn't have CONTROL.DAT in
    there, and OLX wouldn't open it. So, I went in, reset the pointers, and downloaded a fresh packet, and all is well.

    You would have to log in via telnet (if you are talking about a
    Synchronet host) to reset the message pointers.
